Boards for public welfare services

China's public institutions offering public welfare services are to gradually create management boards by 2020, Beijing Times reported.

Public institutions in China are financed by the national budget and do not have earnings currently, but it is a burden for the central government. A circular containing guidelines to transforming the public institutions was issued by the Central Committee of the Communist Party of China and the State Council on April 17.
