The reform of public institutions should be aimed at increasing public welfare, and not merely easing financial burdens, says a signed article in Beijing News. The following is an excerpt:

The municipal government of Shenzhen publicized its draft plan on the reform of public institutions to solicit public opinion. An item that attracted most attention - institutions would no longer receive public financing according to the number of employees but according to their work.

Public institutions are in essence social organizations with Chinese characteristics. The organizations are responsible for all kinds of social causes, their assets are owned by the State, and most of the their expenditure is from the public purse.
