Safety net spreads for neglected youngsters

In early 2006, the Ministry of Civil Affairs, along with a dozen other relative departments, issued Suggestions of Strengthening the Work on Underage Homeless Wanderers, and Suggestions of Strengthening the Work to Help Orphans.

The documents requested that civil affairs departments of the government should take responsibility and provide care for those children with incarcerated parents. The civil affairs departments will set up helping centers of young people across the country to meet their basic daily needs.

According to a research conducted by the Ministry of Justice, the number of children with incarcerated parents stood at 600,000 in 2005 in China.
