Opening up top jobs

I am very much encouraged by the report that more top jobs go to non-Party members in China (China Daily, January 13, 2007) as this is a very positive move towards democracy and multi-party cooperation advocated by the Communist Party of China.

I still remember that during the 1960s and 1970s, the National People's Congress and the Chinese People's Political Consultative Conference were nicknamed "rubber stamps" because they actually did not have much influence upon the decision-making process of the government. This situation has greatly changed since the 1970s.
