Call to compensate passengers for flight delays

China Consumers Association proposed that airlines should be obliged to compensate passengers when flights are delayed, and the basic compensation standard must be in written.

The association suggested to Civil Aviation Administration of China that the loss caused to passengers due to delayed flights must be covered. If a passenger does not report a loss, a basic compensation should be given based on distance and delay, China National Radio reported Sunday.

CAAC issued a draft plan on the regulation of flight management in May. It said that airline companies would be responsible for working out the compensation details. The regulation will be put into effect on Oct 30.

The European Union regulated a specific compensation plan for passengers in 2014. CAAC's future regulation should not only be in line with international norms, also should conform to China's domestic conditions, the report cited Diao Weimin, associate professor at Civil Aviation Management Institute of China, as saying.

The European regulation establishes common rules on compensation and assistance to passengers in the event of denied boarding, flight cancellations, or long delays of flights.
