Report tackles legal questions related to smart vehicles
A legal report focusing on dispute scenarios and analysis in the realm of insurance product innovation for intelligent connected vehicles has been made public, with the aim of offering judicial support for the coordinated development of the automotive and insurance sectors.
The report was collaboratively released by the Beijing Financial Court, the Beijing branch of the National Financial Regulatory Administration, and the Insurance Association of China during the Forum on Financial Rule of Law.
This forum was part of the Annual Conference of the Financial Street Forum 2026, held in the Financial Street area of Beijing's Xicheng district — a key financial hub in the country — from Monday to Thursday.
The report addresses practical challenges associated with the human-machine co-driving model, such as determining liability, using data-based evidence, and handling compensation. It also provides practical recommendations for optimizing insurance clauses, managing accident data, and enhancing coordinated governance among stakeholders.
At the Forum on Financial Rule of Law, Wang Shumei, a standing member of the Supreme People's Court's Adjudication Committee, emphasized the need to balance incentives and tolerance for failure with regulation to support scientific and technological innovation. Judicial guidance, she noted, is crucial to ensure that financial tools effectively empower the science and technology innovation sector.
Song Yi, vice-president of the Beijing Financial Court, highlighted that as vehicles transition from manual to intelligent system control, the parties responsible for accidents have become more diverse. "Identifying dispute scenarios and clarifying legal risks in advance helps boost consumer confidence and provides stable expectations for insurance product innovation," he said.
Over 120 guests from government departments, financial associations, regulatory agencies, financial institutions, academies, and industrial parks participated in and shared their opinions at the Forum on Financial Rule of Law, which centered on advancing cross-border finance and technology governance.
Additionally, another report on promoting the Belt and Road Initiative through financial rule of law was unveiled at the forum.
