Former senior official of trade unions expelled from CPC

Zhang Shiping, a former vice-chairperson of the All-China Federation of Trade Unions, has been expelled from the Communist Party of China for serious violations of Party discipline and national laws, China's top anti-graft authorities said on Monday.

The decision followed an investigation into Zhang by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision. She formerly served as a member of the federation's leading Party members group, a member of its secretariat and a vice-chairwoman.

The investigation found that she violated the central Party leadership's eight-point decision on improving conduct by accepting gifts, cash and shopping cards, as well as banquets and travel arrangements that could have affected the impartial performance of her duties. She also allowed others to pay expenses that she should have covered herself.

Zhang breached integrity rules by taking unauthorized part-time positions and arranging for relatives to receive salaries without actually working, the statement said. She was also found to have abused public power for personal gain and illegally accepted large sums of money.

Even after retirement, Zhang allegedly used the influence arising from her former positions to help others with business operations and project contracting in exchange for money and valuables.

Her actions constituted serious violations of the Party's integrity rules and serious duty-related offenses. She is also suspected of accepting bribes and accepting bribes by exploiting her influence, the statement said.

In accordance with relevant regulations, Zhang has been expelled from the CPC, deprived of the benefits to which she had been entitled, and had her illicit gains confiscated. Her suspected crimes and related assets have been transferred to procuratorial authorities for review and prosecution, the statement said.

Zhang, 71, began working in 1970 and joined the CPC in 1973. Early in her career, she worked in Beijing's Xicheng district for nearly a decade.

In 1979, she began working for the All-China Women's Federation, where she held several senior positions, including deputy head of its publicity department, head of its urban and rural affairs department, head of its women's development department, director of its general office and member of its secretariat.

She was moved to the All-China Federation of Trade Unions in 2008 and later served as a vice-chairwoman and member of its secretariat. She also concurrently served as a vice-chairwoman of the All-China Women's Federation from 2011 to 2014.

She served as deputy head of the Committee on Social and Legal Affairs of the National Committee of the Chinese People's Political Consultative Conference from 2014 until her retirement from the post in 2018.

Zhang was placed under investigation in December 2025.
