Shanghai issues guideline to advance all-around rural vitalization
The Shanghai municipal government issued a guideline to promote the city's all-around rural vitalization during the 15th Five-Year Plan period (2026-30), further implementing the national rural vitalization strategy.
According to the plan, by 2030, Shanghai will achieve substantial new results in promoting all-around rural vitalization by accelerating the modernization of agriculture, promoting modern living conditions in rural areas, and taking the deep integration of urban and rural development to a new level.
Focusing on technological innovation as a breakthrough point, the plan proposes to concentrate on developing new agricultural science and technology tracks — such as featured germplasm resources, agricultural biomanufacturing, and modern facility agriculture — deeply implement the vitalization of the seed industry and focus on cultivating a group of large varieties that serve the national strategy, Liu Jian, director of Shanghai Municipal Development and Reform Commission, said.
Additionally, it calls for promoting the construction of beautiful rural zoning. By 2030, there should be no less than 50 livable, business-friendly, and beautiful rural areas built.
Feng Zhiyong, director of Shanghai Municipal Agricultural Commission, said that the city strives to transform all suitable, permanent basic farmland in Shanghai into high standard farmland by 2030.
In 2025, the output value of high-quality agricultural products represented by branded agricultural products has approached 10 billion yuan ($1.47 billion), accounting for more than one-third of the total agricultural output value of the city.
