Elga Coal secures independent logistics

Transport system

The expansion of the Elga Coal Complex hinges on its robust logistics network for transporting coal. To ensure coal transportation, the Elga-Ulak railway was modernized, increasing its annual capacity from 12 to 30 million tons.

Another logistics route is the 531-kilometer Pacific Railway. Built by Elga and commissioned in 2025, the track connects the Elga deposit to Port Elga on the coast of the Sea of Okhotsk, providing access to the Pacific Ocean.

The Pacific Railway was built in just two years, despite challenging climatic conditions. Approximately 4,000 workers from across the country were involved in its construction.

The railway is integrated with the Port Elga coal terminal, located on the coast of the Sea of Okhotsk in Khabarovsk Krai. The terminal boasts four cargo berths and will be able to simultaneously handle vessels with a deadweight of up to 100,000 tons each.

The port is equipped with coal conveyor systems and utilizes its own Arc4 icebreaking tugboats for year-round operations.

The year-round navigability of Port Elga has unparalleled logistical advantages. The port's operations are expected to generate around 3,500 new jobs, a substantial socioeconomic benefit to the region.

The terminal employs modern machinery, featuring high operational efficiency, simple operation and easy maintenance. All equipment complies with current environmental, safety and energy consumption standards.

Together, Port Elga and the Pacific Railway form an integrated transportation cluster capable of delivering premium coking coal from the Elga Coal Complex for export.

The company's own transport and logistics infrastructure will allow it to transport up to 50 million tons of coal in 2027.

The complex's management has also built a dedicated airport near the mining area, improving regional connectivity.

Elga Airport, opened in November 2023, features a 2,200-meter-long runway. It is capable of accommodating a wide range of aircraft.

Currently handling more than 50 flights each month, the airport connects the open-pit mine to Russian cities such as Chita, Novosibirsk, Neryungri and Blagoveshchensk. The airport transported more than 88,300 passengers on 600 flights in 2025.

The airport's facilities have been designed to ensure convenience and efficiency. In 2025, a new fueling station was introduced, alongside major upgrades to passenger terminals.

The revamped terminals include electronic display screens, audio and visual passenger alert systems, vending machines and modern security checkpoints. Professional cleaning equipment operates around the clock to ensure cleanliness.

The efficiency of the aviation infrastructure is a lifeline for workers stationed in the remote mine, underlining Elga's commitment to operational sustainability.

Workers' welfare

The dynamic growth of the Elga Coal Complex is the result of the work of its employees, who have been provided with comfortable working and leisure conditions.

Shift camps, canteens, shops, laundries, a cafeteria and a hair salon have been built.

There is also a medical center, which offers treatment in cardiology, orthopedics, dentistry and other areas. Recreational facilities include gyms, a cinema, a library and spaces for playing board games.

By establishing in-house dairy and soft drink production facilities, Elga has reduced its dependency on external suppliers. These factories produce a range of items, including milk, yogurt, and a variety of carbonated and energy drinks.

Similarly, Port Elga strives to create a comfortable life for its employees. The living quarters at the port's coal terminal can accommodate up to 2,000 people.

By creating thousands of skilled jobs, supporting local infrastructure development and enabling year-round export capabilities, the Elga Coal Complex advances not only Russia's industrial development but also the socioeconomic well-being of the region.

Through its blend of industrial innovation, sustainability and community investment, the Elga Coal Complex exemplifies how large-scale industrial ventures can coexist with social and environmental stewardship.
