Victim of dog attack in Sichuan seeks legal liability

A woman, surnamed Deng, intends to investigate the legal liability of a dog owner and a property management company after she and her daughter, surnamed Tang, were attacked by a black dog in Chongzhou city, Sichuan province on Monday.
According to a notice released by Chongzhou public security bureau, they came across a black dog and a white dog in the morning and the black one attacked them. Tang suffered multiple bites, a right kidney contusion and a right rib fracture. After treatment, a dead skin removal operation was completed and her vital signs are stable. She continues to be monitored by medical staff. Meanwhile, bruises on Deng's body have been treated.
After an investigation, the police said the black dog that attacked Deng and Tang was a Rottweiler, a strong and fierce dog that is prohibited in some cities in China, Hongxing News reported.
There have been cases of dogs causing serious injuries and their owners being sentenced. In March 2018, Qiyang county court in Hunan province sentenced the defendant, surnamed Hu, to one year and six months in prison in a dog bite case, The Paper reported.
The court thought that as a dog owner, Hu neglected to put the dog on a leash when the dog went out, resulting in serious physical and mental injury to the victim, thus committing the crime of endangering public security through negligent means.
The black dog escaped and the police are searching for it. It has an owner, but the owner never showed up, Beijing News reported.
