The system of governance over the Party will be further improved to cover all fields and expand the depth and width of its work, a senior official said on Monday.

The report to the 20th National Congress of the Communist Party of China proposed improving the systems for exercising full and rigorous self-governance over the Party for the first time, said Tang Fangyu, deputy director of the General Office of the CPC Central Committee, at a news conference held in Beijing.

The proposal aims to strengthen the comprehensive, coordinated and efficient management of the Party, Tang said.

The Party's lofty goals and historical mission, the large size and wide distribution of its contingent, and the major risks and severe challenges it faces all require that it should exercise full and rigorous self-governance in a holistic, systematic, sustained and high-quality manner, he said.

"Efforts will be made to coordinate all fields, connect all links and avoid loopholes and blind spots in governance, so as to ensure that all Party members and organizations are well managed," Tang said.

Party building has been systematically advanced in terms of of exploration and practice. The building involves systematic theoretical guidance, as well as a sound layout of tasks and a design of systems in management and self-governance, with nearly 4,000 intra-Party regulations in effect, he said.

"We have formed a relatively mature system of comprehensively and strictly governing the Party," he added.

Tang said the authorities would improve the education and supervision systems and other management means to form synergy and ensure that they are strictly enforced.

"We will take measures that address both the symptoms and root causes and are more targeted to achieve the full and rigorous governance over the Party, so as to achieve high-quality development of Party building," he said.
