Suspects in cross-border gambling urged to surrender

Judicial authorities urged suspects involved in cross-border gambling to turn themselves in and people who would have done so before April 30 will be treated with mitigated punishment.

The Supreme People's Court, the Supreme People's Procuratorate and the Ministry of Public Security jointly issued a circular urging suspects of crimes related to cross-border gambling to turn themselves in.

People who voluntarily surrender to the public security organ, procuratorate or court and honestly confesses their crimes shall be given a lighter or mitigated punishment, in accordance with law. Offenders for minor circumstances may be exempted from punishment, it added.

People who entrust others to file the case or surrender by letter, phone call, telegram or e-mail and then go to judicial organs in person and confess the violations shall be regarded as a surrender.

If a suspect provides meritorious services to judicial organs such as reporting or exposing others' criminal acts, providing clues or assisting the authorities to arrest other suspects, he or she shall be given a mitigated punishment or be exempted from punishment too. The judicial organs will protect the informant and other relevant witnesses, said the circular.

Police across the country penalized about 35,000 cross-border gamblers in 2020. The public can report through a 24-hour service center set up by the public security organs through the following channels.
