Proliferating and escalating acts of violence in Hong Kong are showing "elements of terror", said Secretary for Security John Lee Ka-chiu on Monday. He accused the radicals of creating a "black terror". Lee urged the people of Hong Kong to say "no" to violence, and to uphold the rule of law.
