Feb 26-March 5, 1978: Fifth NPC holds 1st session in Beijing
On Feb 26-March 5, 1978, the First Session of the Fifth National People's Congress (NPC) was held in Beijing.
Hua Guofeng on behalf of the State Council delivered a government work report.
Ye Jianying was elected chairman of the Standing Committee of the NPC at the session, with Soong Ching Ling and other 19 people being elected vice chairpersons.
The session decided the line-up of the State Council, with Hua Guofeng being Premier, and Deng Xiaoping, Li Xiannian and other 11 people being vice premiers.
The session reiterated the goal of modernizing agriculture, industry, defense and science and technology by the end of the 20th century, and passed an amended "Constitution of the People's Republic of China".
The session restored the Supreme People's Procuratorate, which was annulled at the First Session of the Fourth NPC. Jianghua was elected president of the Supreme People's Court and Huang Huoqing was elected Procurator-general of the Supreme People's Procuratorate.
