'8337' development strategy of Inner Mongolia

On March 19, 2013, Wang Jun, secretary of the CPC Inner Mongolia Autonomous Region Party Committee, put forward the "8337" development strategy on behalf of the Party committee and the government of the Inner Mongolia autonomous region.

Eight development orientations

1. Develop the Inner Mongolia autonomous region into a national output base of clean energy, guarantee the energy supply to Beijing, and serve North China and greater China.

2. Develop the Inner Mongolia autonomous region into a national key demonstration base of modern coal chemical production

3. Develop the Inner Mongolia autonomous region into a new industrial base for non-ferrous metal processing and modern equipment manufacturing

4. Develop the Inner Mongolia autonomous region into a processing and output base of green agriculture and animal products

5. Develop the Inner Mongolia autonomous region into a sightseeing and recreation resort with characteristic grassland culture and featuring China’s northern frontier

6. Develop the Inner Mongolia autonomous region into an important ecological safety shield in North China

7. Develop the Inner Mongolia autonomous region as a barrier for the safety and stability of North China

8. Develop Inner Mongolia into a significant bridgehead for northward opening-up and the border economic belt

Three focuses

1. Industrial structure re-adjustment

2. Strengthening county economy

3. Non-State-operated economy development

Three emphases

1. More emphasis on the improvement of people’s livelihood and social administration

2. More emphasis on ecological construction and environmental protection

3. More emphasis on reform and opening-up that is innovation driven

Seven key tasks

1. Promote the sustainable and healthy development of economy

2. Enhance the quality and benefits of economic growth

3. Work on the “three rurals” of countryside, agriculture and farmers and the “three livestock farming” of animal husbandry, pastures areas and herdsman

5. Push forward the process of urbanization and the integration of urban and rural development

6. Improve people’s livelihood and bring forth innovations in social management

7. Deepen reform and opening-up and give an impetus to science and technology

8. Improve the scientific level of Party construction
