Shanghai releases Five-Year Plan

SHANGHAI —Shanghai will speed up efforts to build a global knowledge-intensive center by the end of 2015, according to the newly released 12th Five-year Plan (2011-2015) for Shanghai's Industrial Development.
The city will try to double the growth of its emerging industries and revenue from producer services, Liu Jian, deputy director of the Shanghai Municipal Commission on Information and the Economy, told a news conference on Wednesday.
The city will also quicken the transformation of its manufacturing sector and enhance its global competitiveness, Jian said.
According to the plan, Shanghai will give priority to improving economic performance, optimizing its industrial structure in terms of investment, layout, and energy resources, bolster innovation, and increase the environmental friendliness of industrial development.
Compared to previous development plans, the plan for 2011-2015 calls for a moderate increase in industrial output, but stresses economic performance, optimization of structure, innovation, and a balance between development and the environment.
"By the end of the 12th Five-Year Plan period, the growth rate of Shanghai’s industrial added value will climb by 2.5 percent from 2010, with the technology transformation investment taking up 55 percent in the total industrial fixed-assets investment," the plan said.
