Patrollers have master's degrees

China's City Urban Administrative and Law Enforcement Bureau, Chengguan, is under fire again but this time for hiring graduates with master's degrees, the Modern Bulletin reported on Tuesday.
The organization, notorious for tackling low level crime and street patrols, has sparked a debate online after they hired the highly educated graduates in Changzhou, Jiangsu province, the report said.
Some people argued it was a waste of human resources. "They should be working at offices," said one quoted by the paper.
However, the urban management department defended the decision claiming they need staff members with more knowledge of the law and techniques.
All the graduates are hired as government civil servants, the report said.
