Addressing the opening ceremony of the WIC, Xi said: "Cyber surveillance, cyberattacks and cyberterrorism have become a global scourge," noting the periodic occurrence worldwide of infringements of individual privacy and intellectual property rights.
"Cyberspace should not become a battlefield for countries to wrestle with one another, nor should it become a hotbed for crime," he said.
Xi urged that double standards should not be allowed in upholding cyber security. "We cannot just have the security of one or some countries while leaving the rest insecure, and countries should not seek the so-called absolute security of itself at the expense of the security of others."
Xi called for all countries in the world to work together in preventing the use of cyberspace for criminal activities such as terrorism, pornography, drug trafficking, money laundering, and gambling.
