Beijing to light up 1,000 car charging posts

Beijing plans to complete the construction of 1,000 public fast-charging electric car pole in 2014, covering downtown and near suburb. Locations for 100 public fast-charging points have been confirmed.

Beijing will release details soon to further define charging conditions, technical standards, electricity charges, construction and installation process of individual use charging devices, according to Fei Xiang, director of high technology department of Beijing Municipal Commission of Development and Reform.

Fei said, non-utility charging devices will follow principles of "one vehicle one pole" and "one vehicle bound to one pole" and are under the "complete-process organizational management" of manufacturers of new energy small passenger vehicles and their authorized agencies. The management includes confirming charging conditions, installing devices and providing after-services.

Beijing will build a charging circle with an average radius of 5 kilometers in the central city, gradually forming a service system of public charging devices. The individual-using poles will apply the alternating current slow-charging mode, while the public ones employ direct current fast-charging mode, which enables an ordinary vehicle to travel 100 km after half an hour's charging.

A charging station with 10 charging poles commonly needs an investment of 2.4 million yuan ($392,000) according to earlier reports. China's largest electric car charging station in Shandong has an estimated cost of 22 million yuan in the first phase for 30 public electric buses and 15 electric passenger cars.

The director of new energy and new material department of Beijing Municipal Science and Technology Commission Xu Xinchao said that emphasis of public charging pole construction in the initial phase will be on areas that include new energy automobile 4S stores, electricity selling points, universities, science and technology parks, large parking lots and highway service areas. Meanwhile, pilot spots will be at locations like residential areas, commercial centers, office buildings, qualified gas stations, and scenic spots.
