Improvement in urban construction

A more optimized urban layout

In 1996, the State Council approved merging the Songhuajiang district and Harbin into the new city of Harbin. There were seven districts and 12 counties (cities) under the jurisdiction of Harbin. In 2004, Songbei district was set up. In 2015, Harbin New Zone was approved as a national-level new zone and started planning and construction.

At present, there are nine municipal districts, seven counties and two county-level cities. The construction of Northern Waterside Town, Harbin Science & Technology Innovation Town, Hanan New Industrial City and Hadong New Town was accelerated. The design of Qunli and Haxi new zones was optimized. Harbin new zone became functional. The construction of Harbin's urban system has been further improved.

Breakthroughs of road and bridge construction

In 2018, a total of 202 road and bridge projects started construction, and 145 projects were completed and opened to traffic.

High-speed railways such as Harbin-Jiamusi High-speed Railway and Harbin-Mudanjiang High-speed Railway opened to traffic; the north square of Harbin Railway Station completed construction and was put into use; the third phase of Harbin Metro Line 1 started trial operations, the first phase of Metro Line 2 completed construction of 18 stations and the Songhua River tunnel; also, the second phase of Metro Line 3 completed construction of 16 stations.

A bigger transportation hub

In 2018, Harbin’s highways totalled 26,000 kilometers, and the volume of freight was 81.56 million tons.

A total of 253 air routes were opened. There were a total of 20.43 million passengers handled by the Harbin Taiping International Airport, a year-on-year increase of 8.6 percent, plus 125,000 tons of cargo and mail, a year-on-year increase of 3.2 percent.

Harbin’s infrastructure is becoming more perfect, and the water supply capacity is now 203,300 cubic meters per day, which is 2.8 times more than in 1978. 100 percent of urban water supply passes the potable water standard.

Continuous improvement of living environment

100 percent of the urban drinking water is fit for drinking, 94.2 percent of urban sewage is treated and 87 percent of domestic garbage is treated.

The green space of the built-up area is 14,789 hectares, the urban green coverage rate and forest coverage rate are 33.6 percent and 46 percent respectively.

In 2018, there were 292 coded bus lines with 7,031 buses in operation. The total length of bus lines is 5,664.9 kilometers.

In 2018, there were 18,260 taxis in Harbin, and the passenger volume reached 560 million. The length of the subway lines is 21.8 kilometers, carrying 77 million passengers.

Central heating covers an area of 305.75 million square meters, reaching 95 percent of houses.
