Xu Benhan, member of the Jilin provincial CPPCC and general manager of the Changchun Asia shopping mall, suggested bringing contracted temporary street cleaners’ social security into the government budget.

He also suggested employers offer insurance to such workers and also pay compensation to those ineligible to get social welfare.
