On-line filing for foreign job hunters in Hubei

The Human Resources and Social Security Department of Hubei province opened an online filing system for administrative licensing. Aliens applying for work permits in Hubei can login to the website of the provincial Human Resources and Social Security Department (http://www.hb.hrss.gov.cn/hbwzweb/html/fwdt/wsbs/index.shtml) to submit their documents.

Declarers can enter by clicking the button "administrative approval" on the home page of the website, click on "declaration" to get registered, and then fill in the application materials.

After the online application, the applicant needs to submit physical materials consistent with the electronic version to the administrative examination and approval office of the provincial Human Resources and Social Security Department. The application will be accepted and conducted according to relevant provisions after the verification of the materials.

The materials include: foreigners employment application form; report of reasons for employment; the curriculum vitae of the foreigner to be employed; letter of intention for employment; the credentials of the foreigner required for the performance of the job; the health certificate of the foreigner to be employed; a business license for the legal person, certificate of approval, and an organization code.

This process is applicable for nine administrative licensing programs:

1. The entry permit of foreign employees.

2. Approval of the establishment of human resource service agencies and their business scope.

3. Approval of the establishment of Sino-foreign joint job introduction agencies.

4. The establishment of private vocational training institutions.

5. The establishment of a vocational skills accreditation body.

6. The establishment of technical schools.

7. The identification and approval of Sino-foreign cooperative institutions for vocational training.

8. Approval of the special working hours system.

9. Approval of special recruitment for arts and sports schools.

According to Rules for the Administration of Foreigners of Employment of Foreigners in China, any foreigner seeking employment in China shall meet the following conditions: (1) 18 years of age or older and in good health, (2) with professional skills and job experience required for the work of intended employment, (3) with no criminal record, (4) a clearly-defined employer, (5) with valid passport or other international travel document in lieu of the passport (hereinafter referred to as the "Travel Document")
