Two data service centers in the Hongqiao International Central Business District, Shanghai, were unveiled on Oct 31 to boost the district's role in data aggregation, verification and circulation.
The Hongqiao Data Property Rights Registration Service Center, the first of its kind in the city, will serve as a front desk, offering consultation, guidance, pre-review, and registration applications, while the Shanghai Data Exchange Hongqiao Service Center will handle back-office operations, covering certification, trading, compliance, and international cooperation.
The centers will serve as regional hubs under China's unified national data registration framework. In July 2026, the National Data Administration issued the "Data Property Rights Registration Work Guidelines (Trial)", establishing registration certificates as credible proof of data ownership. In September, the Shanghai Data Exchange was added to the national list of registration institutions.
At the unveiling ceremony, which took place at the Global Data Ecosystem Conference 2026, the Shanghai Data Exchange issued the first batch of 15 certificates to 14 entities across aviation, finance, commodities, AI, and agriculture. Two Hongqiao-based companies, Shanghai Hongqiao International Airport and China Eastern Airlines, were among the first to complete registration.
