Official: Measures aim to encourage officials to fulfill duties
The measures introduced at the fifth plenary session of the 20th Communist Party of China Central Committee for motivating officials to better take on their responsibilities will further encourage them to shoulder and fulfill their duties, Huang Jianfa, deputy head of the Organization Department of the CPC Central Committee, said at a news conference in Beijing on Friday.
Huang was responding a question from the media about how the Party could prevent officials from being reluctant or afraid to act while the Party continuously strengthens discipline constraints and combats corruption, and how to further build on mechanisms to encourage them to take on their responsibilities.
The plenary session's decision has underlined the need for adhering to the right orientation in selecting and appointing officials, improving the performance evaluation mechanism, implementing policies to care for officials, and seriously investigating and punishing false accusations and frame-ups, Huang said.
Some Party officials are reluctant to act or slow to act, he noted, adding that the reasons behind the behavior include the fact that some are unwilling to act due to a slack spirit, some dare not act for fear of making mistakes, and others are unable to act because of incompetence.
"We must attach great importance to these problems and earnestly solve them," he said.
Huang said efforts will be made in order to vigorously select and appoint officials who are loyal to the Party, honest and upright, responsible and pragmatic, and display outstanding performance and integrity.
It is necessary to improve the mechanism involved to effectively prevent and correct officials drifting from a correct understanding of governance performance and to address the problems of inaction and misconduct, he said.
Timely clarification and rectification will be carried out against false accusations and frame-ups targeting officials in order to truly support those who dare to act, he said.
