In Fujian, local authorities are prioritizing safety efforts in areas north of Quanzhou, with Xiamen and Zhangzhou designated as peripheral buffer zones. Measures include shutdowns, suspensions, evacuations, and transfers of ferry routes, maritime projects, and port terminals. The local maritime safety administration has suspended all 57 passenger ferry routes north of Quanzhou and halted 118 water construction projects.

The local meteorological observatory said the impending storm is expected to bring heavy to torrential rain across Fujian from Thursday to Sunday, with extremely heavy rainfall in some areas. As a precaution, some schools have delayed the start of the school year.
