Shanghai eyes 58 million TEUs in 15th Five-Year Plan (2026-30)

Shanghai has set a series of transportation targets for 2030, including an annual container throughput of more than 58 million TEUs (twenty-foot equivalent units) and air passenger throughput of 150 million passenger trips, as the city moves to strengthen its role as a world-class international shipping center and a socialist modern international metropolis with global influence.

The targets are laid out in a guideline on Shanghai's comprehensive transportation development during the 15th Five-Year Plan (2026-30) period, which aims to build a high-quality, integrated transportation system that is people-centered, efficient, smart, green and resilient by 2030, the Shanghai Observer reported on Aug 22, citing the official website of the Shanghai municipal government.

The 15-item guideline also targets an average daily public transport passenger volume of 15.3 million trips by 2030. It outlines seven areas of work, including strengthening Shanghai's global influence as an international shipping center, improving transportation services across the Yangtze River Delta region and Yangtze River Economic Belt, upgrading the comprehensive transportation network, and promoting digital, smart and green development across the sector.

With the completion of Shanghai East Railway Station and Baoshan Railway Station, along with the upgrade of the Hongqiao transportation hub, the city's comprehensive transportation network is expected to take shape, better connecting international markets, the Yangtze River Delta and the city itself, according to the guideline.

Shanghai also plans to further optimize its multimodal rail transit network, with combined operating mileage expected to reach 1,260 kilometers.
