Former Harbin Electric disciplinary official expelled from CPC

Yang Hongyong, a former senior disciplinary official at Harbin Electric Corporation, has been expelled from the Communist Party of China for serious violations of Party discipline and national laws, China's top anti-graft authorities said on Monday.

The decision followed an investigation by the Communist Party of China Central Commission for Discipline Inspection and the National Commission of Supervision.

Yang, 63, voluntarily surrendered to the authorities and was placed under investigation in January 2026.

He began working in 1979 and joined the CPC in 1986. After serving in the military, he entered the discipline inspection and supervision system and later worked as an inspection commissioner with inspection teams of the CPC Central Commission for Discipline Inspection and the Organization Department of the CPC Central Committee.

In February 2018, Yang was appointed deputy head of the second inspection team during the first round of inspections conducted by the 19th CPC Central Committee. From August 2018 until October 2024, he served as a member of Harbin Electric Corporation's Party committee, head of its discipline inspection commission and a supervision commissioner dispatched to the corporation by the National Commission of Supervision. He retired in October 2024.

The investigation found that Yang abused his authority and influence for personal gain. He violated the central Party leadership's eight-point decision on improving conduct by accepting unauthorized banquets and travel arrangements, using public funds for dining, improperly splitting official overseas delegations and extending overseas trips without authorization, according to a statement issued by the authorities.

Yang also failed to report his whereabouts as required and improperly helped others secure benefits in cadre selection and employee recruitment. He accepted gifts and cash, engaged in unauthorized business activities, used his influence to benefit relatives, improperly interfered in the corporation's business operations and failed to properly perform his duties.

He also abused his power to help others obtain project contracts and job promotions in exchange for large sums of money and valuables, the statement said.

His actions constituted serious violations of the Party's political, organizational, integrity and work disciplines, as well as serious duty-related offenses. He is also suspected of accepting bribes and accepting bribes by exploiting his influence.

In accordance with relevant regulations, Yang has been expelled from the CPC and stripped of the benefits to which he was entitled. His illicit gains have been confiscated, while his suspected crimes and related assets have been transferred to procuratorial authorities for review and prosecution.
