Former vice-minister of water resources Tian Xuebin expelled from CPC

Tian Xuebin, a former vice-minister of water resources, has been expelled from the Communist Party of China and dismissed from public office for serious violations of Party discipline and national laws, China's top anti-graft authorities said on Thursday.

The decision followed an investigation by the CPC Central Commission for Discipline Inspection and the National Commission of Supervision.

Investigators found that Tian had resisted investigation and violated the central Party leadership's eight-point decision on improving conduct by accepting banquets that could have affected the impartial performance of his official duties, according to a statement issued by the authorities.

Tian also sought benefits for others in staff recruitment and promotions. He illegally accepted monetary gifts, had others pay expenses that he should have covered himself and engaged in power-for-sex transactions, the statement said.

He was also found to have improperly obtained and used false resident identity cards and other documents.

The authorities said Tian had abused public power for personal gain and engaged extensively in power-for-money transactions. He allegedly used his positions to help others with stock market listings, coal mine restructuring and project approvals while illegally accepting large sums of money and valuables in return.

His actions constituted serious violations of the Party's political, organizational, integrity and life disciplines, as well as serious duty-related violations. He is also suspected of accepting bribes, according to the statement.

In addition to his expulsion from the Party and dismissal from public office, Tian's qualification as a delegate to the 20th CPC National Congress has been terminated. His illicit gains will be confiscated.

His case will be transferred to procuratorial authorities for review and prosecution, along with the assets involved.

Born in December 1963 and a native of Gansu province, Tian began his career in 1983 and joined the CPC in 1984. He previously worked at the General Office of the CPC Central Committee.

He served as deputy director of the State Council Research Office from 2008 to 2015 before becoming vice-minister of water resources in 2015. He retired from the position in December 2023. Tian was placed under investigation in January 2026.
