China to impose anti-dumping duties on halogenated butyl rubber imports from Japan and Canada

China will impose anti-dumping duties on imports of halogenated butyl rubber originating from Japan and Canada starting on Saturday, after a government investigation concluded that such imports were dumped into the Chinese market and caused material injury to the domestic industry.

According to a statement released by the Ministry of Commerce on Friday, the decision follows a final ruling under China's anti-dumping regulations after a probe launched in September 2024.

Halogenated butyl rubber is widely used in tire inner liners, heat-resistant inner tubes, industrial hoses, pharmaceutical stoppers, and sealing materials.

The investigation found that imports from Japan and Canada were dumped into the Chinese market and had caused substantial damage to the country's halogenated butyl rubber industry, with a clear causal link between the dumping practices and the injury suffered by domestic producers.

Based on the ministry's recommendation, the Customs Tariff Commission of the State Council have decided to impose anti-dumping duties on the products from Saturday for a period of five years.

The duties will range from 15 percent for Japan Butyl Co Ltd to 30.1 percent for other Japanese companies. Imports from Canadian companies will face a duty rate of 13.8 percent.
