Sulyok, who served as the country's Constitutional Court chief, was elected by Hungary's parliament and his inauguration ceremony will take place on Tuesday.
Xi said in the congratulatory message that China and Hungary have engaged in close high-level exchanges in recent years, and cooperation in various areas has yielded fruitful outcomes.
The two countries have also maintained good collaboration in global and regional affairs, Xi said.
This year marks the 75th anniversary of the establishment of diplomatic ties between China and the central European country.
Noting that it presents new opportunities for the development of bilateral ties, Xi said he stands ready to work with Sulyok to continue the traditional friendship between the two peoples, and deepen political mutual trust as well as exchanges and cooperation in various fields.
