Regulations to promote healthy development of teens: Ministry of Education

The Regulations on the Management of Off-campus Training (Draft for Soliciting Opinions) was published on Thursday to further regulate training activities outside of school and promote the healthy development of teenagers in China, according to the Ministry of Education.

Off-campus training should be arranged beyond the teaching hours of primary and secondary schools and curriculum-based training courses should not be organized for the same group of students during national holidays, weekends, or summer and winter vacations, the draft said.

Off-campus training institutions are not allowed to organize grade examinations and competitions for primary and secondary school students, as well as preschool children between 3 and 6 years old. They are also prohibited from publishing academic achievements and rankings of trainees, it said.

Students' participation or results of out-of-school training should not be the admission criteria of kindergartens and schools in compulsory education stages, it added.

The draft states that teaching and research staff of curriculum-based training institutions should obtain teaching qualifications, while those of other subjects are supposed to get professional qualifications.

It also stipulated that teachers and researchers from kindergartens, primary and secondary schools are not allowed to engage in off-campus training activities.

The ministry said it is soliciting opinions from the public and specific feedback from all sectors can be submitted through online and offline channels.
