CIRD devotes to researching Hainan FTP for 30 years

This year marks the 30th anniversary of the establishment of the China Institute of Reform and Development (CIRD), which is a reform and research institution focusing on reform policy decision-making research, international cooperation, education and training.

The CIRD was established on Nov 1, 1991 in Hainan province, the country's largest special economic zone. "Based in Hainan, facing the whole country, and going to the world" is the mission of the CIRD, and its suggestions for the construction of the Hainan Free Trade Port (FTP) have caused widespread influence during the past 30 years.

In December 1992, the CIRD proposed to make full use of Hainan's unique geographical conditions and superior resources to implement a special tariff system and the free port economic policy that is universal throughout the world.

In order to transform the resources and environment in Hainan into actual economic competitive advantages, the CIRD advocated the construction of Hainan International Tourism Island.

In 2017, the CIRD recommended the construction of a free port as a major strategic choice for Hainan to achieve greater opening-up. In 2018, 106 studies on Hainan issues were completed, which provided suggestions for the construction of the Hainan FTP.

The CIRD also actively carries out international exchanges and trains talents. As of August 2021, the institute has held a total of 413 seminars including 86 international forums about China's reform and opening-up. Meanwhile, it has held more than 230 training courses since its establishment, and more than 20,000 reform management talents have been trained for carrying duties in Hainan as well as the nation.

The staff of the CIRD always promote their love for China and exercise strong perseverance. As Chi Fulin, president of CIRD, said, "Reform and opening-up is the key decision for contemporary China. So, the research works of CIRD have noble value."
