Feasibility study is implemented by China State Railway Group.

Construction feasibility is appraised by China International Engineering Consulting Corp and National Railway Administration.

・October 2020

China Railway Economic and Planning Research Institute provides preliminary design.

Zhejiang Provincial Development and Reform Commission approves preliminary design.

・December 2020

Commencement of construction is announced at news conference.
