Tang Fei, principal of Hong Kong's Heung To Secondary School in Tseung Kwan O, said a holistic "civic education" should be in place as an independent subject to mitigate the city's over-politicized liberal studies, which have been blamed for the high participation rate of youngsters in the city's year-long civil unrest.
