Chengdu to attract enterprises, talent with business-friendly environment

The Chengdu High-Tech Zone in Southwest China's Sichuan province will strive to improve its business environment and build itself into a hub for the development of leading enterprises and talent, said local officials.

The high-tech zone launched ten programs that aim to upgrade its business environment at a conference held on Feb 8. The programs include linking enterprises to market opportunities through online channels, helping enterprises quickly realize equity financing, providing services for high-end talent, and helping enterprises find office space.

The Chengdu High-Tech Zone also plans to invest at least 18 billion yuan ($2.83 billion) to help social capital participate and set up an industrial fund of no less than 60 billion yuan. The industrial fund will be invested in the electronic information industry, biomedicine industry, new economy industry, modern service industry and future industries.

Local officials said the high-tech zone had made a plan in November 2021 to launch industrial funds with a total scale of 300 billion yuan over the next five years to build a life-cycle investment and financing service system for local enterprises, from angel investment to listing.

To boost the development of high-tech industries, the Chengdu High-Tech Zone will set up a special fund of 2 billion yuan and issue special support policies to introduce leading talent in scientific and technological innovation and industrial innovation, according to the officials.

The Chengdu High-tech Zone will provide these two types of talent with a maximum support of 20 million yuan, that is, a talent subsidy of up to 5 million yuan per year for three years, a maximum 5-million-yuan resettlement subsidy or an expert apartment.

The high-tech zone also helps leading talent teams carry out scientific and technological research and development projects and promote the transformation of scientific and technological research results. Up to 100 million yuan in financial support will be provided to such teams.

“We will start with government services, policy supply, talent development, factor guarantees, a livable city, and a cordial and clean society to improve the business environment,” said an official of the Chengdu High-tech Zone.

The official said the high-tech zone will build a high-quality business environment with the highest standards and the highest level, turning itself into a hub for enterprises and talent to realize their entrepreneurial dreams.

The regional GDP of the Chengdu High-tech Zone reached 280.06 billion yuan in 2021, an annual growth rate of 11.1 percent. Its foreign direct investment (FDI) was $1.24 billion, a year-on-year increase of 51.2 percent.
