Gao Shangquan's chairman's speech at the CBT100 Forum

Fourth, we must emphasise the principals of governing the country according to the law and constitution. We are in the process of building a socialist society with Chinese characteristics. To modernize the State governance systems, we must fully implement good governance according to law and the constitution. Although there is no formal proposal with regard to governing the power according to law, I have repeatedly checked our past decisions on this content, and found the concept has indeed been mentioned. There must be a mechanism to supervise the operation of State governance. The key points include how to limit power. It is worthwhile think about all these things I have mentioned above.

In a nutshell, these are my four thoughts regarding the Fourth Plenary Session. Please feel free to share your own thoughts.
