The Shanghai municipal government issued 100 guidelines for further opening up of Shanghai in 2018, and raised the goal of accelerating the construction of high-standard intellectual property rights (IPR) protection highlands. Shanghai's intellectual property management level has been significantly improved through a series of revision and publishing of policies and regulations, according to Rui Wenbiao, director of the Shanghai Intellectual Property Administration.
The Shanghai Intellectual Property Administration revised the patent subsidy policy of Shanghai in 2018, and increased support for high-quality patents and international patent applications. The Shanghai Administration for Industry and Commerce issued a series of guidelines and set up an office for overseas rights protection of Shanghai trademarks, to help Shanghai brands accelerate their overseas development and raise their level of internationalization.
The expert group of the World Intellectual Property Organization gave a high appraisal of the achievements and progress of intellectual property work in China and Shanghai in the past 10 years after inspection and evaluation.
IPR protection has become a priority in the integrated development strategy of the Yangtze River Delta. The general offices of intellectual property joint committee of Zhejiang, Anhui, Jiangsu provinces and Shanghai signed a framework agreement on the integrated intellectual property development of the Yangtze River Delta region in Shanghai in April 2018, strengthening cooperation in areas such as regional intellectual property development, joint development, protection and governance, service sharing and people-to-people and cultural cooperation.
Relevant departments have also organized efforts to crack down on IPR infringement, including manufacture and sale of counterfeit and shoddy goods.
