National Quality Inspection Base to boost industry development

The National Quality Inspection Base is a key project organized by Chongqing municipal government and the General Administration of Quality Supervision, Inspection and Quarantine of China.

The largest inspection base with the most advanced inspection technology in the nation's quality inspection system, the National Quality Inspection Base is situated in Jinfeng Electronic Information Industrial Park in Chongqing. It covers an area of 67.4 hectares with an overall floorspace of 430,000 square meters in addition to 150,000 square meters of outdoor testing grounds.

The base is the result of a 2.98 billion yuan ($435.26 million) investment, with 1.86 billion yuan going on infrastructure construction and 1.12 billion yuan on instruments and equipment.

With one test ground, two platforms and ten centers, the base features a motor vehicle testing ground, a standard technology research and exhibition platform (national technical standard innovation base), a special equipment emergency rescue drill and an examination platform (special equipment emergency rescue drill center). The ten national testing centers focus on laptops, urban energy measurements, fire and flame retardant products, elevators, lifts, application projects, industrial robots, shale gas, new materials and intelligent manufacturing.

Chongqing Vehicle Test & Research Institute Company

Chongqing Vehicle Test & Research Institute Company has more than 700 domestic and international advanced testing instruments at its disposal as the company builds a public service platform to provide technological services for government, enterprise and society while helping manufacturers to successfully promote their products.

The company has made an important contribution to the rapid development of the automobile and motor industry in China as well as local economic development in Chongqing. The city has become one of the most important bases for providing testing, scientific research, development and technical consultation for automobiles and the motor industry in the country.

The company includes both the national bus quality supervision and inspection center and the national motorcycle quality supervision and inspection center. The former is a state-level automobile inspection organization which can inspect passenger cars, trucks, special vehicles and new energy vehicles.

National Technical Standard Innovation Base

With an investment of 114.17 million yuan, the National Technical Standard Innovation Base will cover an area of 1.59 hectares and an overall floor space of just over 21,000 square meters.

The base will have one library with over 1 million books, a laboratory for research and application of the internet of things, a software product evaluation laboratory, and five centers for applied technology research, modern logistics and research on after-sales service quality. The base will provide technical support to Chongqing and Western China, offering personnel training and information services.

National Notebook Quality Supervision and Inspection Center

The National Notebook Quality Supervision and Inspection Center in Chongqing will become one of the leading testing centres in China, offering technical services for 90 million products from more than 700 electronic enterprises in Chongqing and the west of the country.

Upon its completion, the center will cover an area of 1.2 hectares and an overall floorspace of 11,426 square meters. The total investment in the project is 87.22 million yuan.

The site will have testing laboratories for digital TV and communication product performance, offering services such as testing, certification, standards revision, technical training and consulting for the electronic information industry.

It is the only national-level quality inspection center authorized by the General Administration of Quality Supervision and Quarantine in Western China.

National Elevator Inspection and Testing Center

Technical support and services for 182 elevator and hoisting machinery enterprises in Chongqing and western China is to be redirected to a new National Elevator Inspection and Testing Center in Chongqing.

The center will feature professional laboratories for plateau climate simulation, comprehensive elevator inspection and chemical analysis while carrying out elevator-related inspection, testing, standard research, product research and development, and risk assessment for hoisting machinery.

The center will cover an area of 2.62 hectares with an overall floorspace of 12,324 square meters. Just over 80 million yuan will be invested in the project.

Special Equipment Emergency Rescue Drill Center

The Special Equipment Emergency Rescue Drill Center will be the first comprehensive special equipment emergency drill and educational examination base in China, offering education, training and drills for 100,000 people every year.

With 8 special equipment drill areas, a public safety education area, a risk monitoring and warning laboratory, an emergency product laboratory and a safety education exhibition hall, it will provide public services as well as simulation teaching rooms for hoisting machinery, elevators and non-metallic welding.

It is expected to increase service targets each year by 50,000 until 2020 and increase revenue by 30 million yuan per year after an initial 56.71 million yuan investment.

Covering an area of 2.38 hectares, the first phase will have an area of 12,891 square meters and an outdoor drill ground of 4780 square meters.
