Yang Yue was born in 1968 in Xingcheng, Huludao, Liaoning Province. He graduated from Tsinghua University with a major in Modern Precision Instruments and Mechanology, and he is also a deputy professor and has a PhD in engineering. Yang is a member of the Communist Party of China (CPC).

He is a member of the Standing Committee of the CPC Fujian Provincial Committee and secretary of the CPC Fuzhou Municipal Committee. Yang is also a member of the Standing Committee of the 11th NPC.
