7. Urban Design of Plots around Chengde Railway Station

I. Project Content

The planned area is located at the southeast of the old town in Chengde City and the north of the new municipal administration center, which is an important area for Chengde City to develop southwardly along Wulie River. In the south of the railway and north of the Zhanqian Road, the west of the planned area is from Chengde Bridge and its east to the freight yard area of Chengde Station. The length along the street is about 1.2km, and the design area is about 28.5 ha.

II. Project Background

With the planning and construction of Fengyingzi Highway and Passenger Special Line, Highway Station will replace the former station gradually and become a new important traffic hub. In the new traffic system plan of Chengde City, the railway station sector will be a secondary bus transfer hub and an inter-city railway station for connecting the common-speed station and the high-speed railway station. Focusing on such real problems as unorderly traffic in the planned area, destroyed environment, untidy urban conditions and changed land-use character, the land-use attribute and the whole space structure of plots around the railway station have been adjusted in the plan.

The plan is worked out by Singapore Bangcheng Planning Consultant Co.Ltd.

III. Planning Object and Principles

1. Intensify land use and improve land-use efficiency. Arrange rationally various land used for habitation, entertainment, traffic and the third industry. Use land comprehensively and utilize unused land fully.

2. Principle of interactive exploitation and integral development. That is, the construction of the traffic hub and the area development will be promoted by each other and the function and value along both sides of traffic line will be strengthened.

3. Respect nature and manage landscape structure properly. That is, pay attention to utilize the natural river landscape in the planned sector, guide the outer mountain landscape and focus on the harmony between city and nature.

4. Various lives can create various urban spaces. Colorful urban life needs various urban spaces, and different natural landscapes and geographical locations can provide conditions for creating different urban spaces.

IV. Planning and Design Details

The plan adopts the distribution form of "two centers, one belt, four corridors and block pattern." The "two centers" means a trade center rebuilt on the basis of Wenzhou Wholesale Market to serve the whole city and a community center depend on the plan of the old railway station. The "one belt" is a recreational green space in the area when the railway is disused to plan a railway site park in the future. The "four corridors" means four ecological corridors planned in accordance with such factors as sight line, ecological factor and high-voltage corridor. The "block pattern" is that the habitation area and the trade area will be distributed according to different blocks to unify the conditions. According to the form of distribution in the plan of the railway station and its surrounding areas, a composite, efficient and convenient traffic hub, a community center which is natural and suitable to live and an urban integrated functional area which is open, modern and recreational will be built.

8. Urban Design of Luanguang New Town, Chengde City

I. Project Content

The planned area is located at the buildable land which is from Sanchakou of Shuangluan District in the west to Guangrenling Tunnel in the east and the north and south sides to the edges of each neighboring mountain. The planned area is 3.99 square kilometers.

 II. Project Background

1. Deepen related terms in the general plan

General Plan of Chengde City (2008-2020) approved in September 2008 further optimizes function areas, land use distribution and road systems of Shuangluan District and puts forward new requirements of the urban construction of Shuangluan District. The planned area is located at Shuangluan District with the functions of habitation, public service and recreational tourism in the future. The urban plan of this sector can meet the requirement of expanding urban space and deepen the related terms of the general plan.

2. Demand of City Development

In November 2008, Shuangluan District Government suggested constructing Binshui New Town marked by features of Shuangluan. With "two rivers" of Luan River and Mangniu River, should construct the urban public space with such functions as flood prevention, environmental improvement and recreation. With the projects of Binshui Afforestation and waterfront parks, create an elegant waterfront landscape to highlight the brightness and gracefulness of the urban landscape. The plan encompasses constructing a civilized eco-village tightly, strengthening the construction of rural infrastructure and enhancing the inner power and concentration-radiation ability of small towns. From the angle of urban development, this sector is needed to adopt urban design to guide the rational planning and construction in the next stage.

 III. Planning Object

Construct a harmonious area among nature, human beings and society. Take on the large-scale habitation function; centralize the modern service function; construct a recreational section cooperating with Yuanbaoshan Scenic Spot; and improve the urban and regional comprehensive strength.

IV. Planning Principle

1. Principle of integrity and coordination

Focus on the integrity of the planned area and the whole space structure of Chengde City to coordinate with surrounding functional areas. Emphasize the integrity of inner space structure system, the coordination of function combination and the interactivity.

2. Principle of diversity and complexity

Actively utilize the rest of the space in the city with its function diversity and land-use complexity so as to create more energy for the city. At the same time, it can adapt the urban living demands which are continuously changing to provide various public sites for activities in the city and create attractive urban spaces.

3. Principle of compactness and efficiency

Adjust the present land-use distribution to form the habitation function. Combine with the convenient public traffic system to promote the development of business, culture and recreation so as to improve the effect of land use. 4. Principle of predictability and longevity

Fully consider present conditions and the fact of development and construction, focus on combining predictability and longevity, macro control and micro guidance, and establish the space structure with integral development and practicable development strategy. All of these will be sustained till the reconstruction of the area in the future.

1. Seriously study the development and change tendency of the planned area and put forward clearly the whole function and its function orientation of the area during the city development.

2. Fully understand the function and position in the general urban structure of the planned area, put forward the land use and distribution principles of rational use of land and effectively play the land value, and decide the land distribution structure of this area.

3. Formulate such planning and controlling principles as land use character, construction capacity and architectural form of every function area and land. Put forward the controlling requirements of concrete land use, compatibility and land use intensity. Put forward the controlling and directing requirements for the distribution and configuration of such open space as roads, squares and green spaces.

9. Urban Design of Pianqiaozi Area and Chenzhazi Area, Chengde City

I. Project Content

With an area of 14 square kilometers, its east is near the mountains of Pianqiaozi, west to Jingcheng Expressway, north to Huayugou and the mountains of Pianqiaozi, and south to Jingcheng Expressway and Qiuwo.

II. Project Background

In order to meet the requirements of urban construction in the new conditions and guide to develop and construct Pianqiaozi and Chanzhazi areas better, the project must carry out the construction objects and land use distribution decided in General Plan of Chengde City (2008-2020) and Traffic System Plan of Chengde City and coordinate the special items in Public Service Facilities Plan of Chengde City and Fire Control Plan of Chengde City.
