Guizhou innovates in poverty alleviation through big data

Southwest China's Guizhou province is making strides in its poverty alleviation efforts through several targeted measures, especially through a number of modern tactics such as big data and cloud computing.

Relocation to better communities through big data

By the end of Feb 24, 2019, a total of 1.32 million people living in remote and poverty-stricken areas in Guizhou had been relocated to more developed communities through the government relocation program.

In addition, a big data management platform had been developed to record necessary information on the relocated families, aiming to provide timely and proper job training to them so they can make a living.

Tongzi county in Guizhou's Zunyi developed the platform in 2016, which can provide details on nearly 40 items on a certain household, including information regarding their family and income situation, their ages, as well as the number of potential laborers available. To date, more than 5,000 people in Tongzi have been provided with job training and the average number of laborers in each household has been raised to 1.5 people.

"It's surprising that I can find a decent job just after filling out a form in the community center," said Li Huaimei, who once lived in a poverty-stricken area but now earns more than 2,500 yuan ($354.06) a month after being relocated to a more developed community.

By relying on big data and cloud computing, an increasing number of cities, prefectures, and counties in Guizhou have been included into the "poverty-relief cloud," exploring a new model of "Internet Plus poverty alleviation."

Transparent information sharing

On Dec 25, 2015, a cloud computing system on poverty-alleviation was launched on the Guizhou-Cloud Big Data platform, in an effort to establish a data exchanger and provide a smooth communication channel among different departments concerning poverty-relief.

By the end of last year, a total of 278 business data indicators collected from 25 provincially governed departments had been integrated into the poverty-alleviation cloud computing system, realizing 28 instances of data exchanges for 137 million pieces of information.

The platform enables users to gain better insights into poverty identification, measure the degree of poverty incidence, as well as provide reliable information references on medical care, education, and housing for impoverished people.

Targeted management measures effective in poverty alleviation

At the 2019 Big Data Expo held in Guiyang, capital of Guizhou, Guizhou's Xiuwen kiwi fruit plus big data project was ranked first when the province introduced its top 10 application cases in terms of big data plus poverty alleviation.

By using a source-tracking platform based on the internet of things, all the production information from 495 kiwi fruit farmers can be accessed by scanning a quick response (QR) code. Growers' names, sales, and incomes are also provided so that people can provide them financial support.

In addition, comprehensive data analysis is available on the poverty-alleviation cloud computing system, which helped Guizhou formulate a poverty-relief plan for more than 1.4 million people in 2018.

At present, the system covers six parts concerning data analysis, business work, data collaboration, data collection, video cloud, and system management, with more than 400,000 registered users and nearly 50,000 daily visits.
