Huang Jiapei, a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), put forward the "Proposal on Supporting the Development of Private High-Tech Enterprises" at this year's CPPCC session.
Huang conducted a survey of some high-tech and equipment manufacturing enterprises in Guizhou province at the beginning of this year.

Huang suggested simplifying inspection and approval procedures to promote faster progress in scientific research.
Relevant departments should encourage enterprises to carry out technological innovation and support the application of high-tech products that are safe, energy-efficient, and environmentally friendly, said Huang.
Huang also said the government should provide loans and financial support to high-tech enterprises to help them develop proper technical equipment and related technology through a central financial technology plan.
In addition, companies engaged in the R&D and manufacturing of new products should be given preferential treatment according to current tax policy, Huang added.
