Lin Hao, a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), submitted the "Proposal on Strengthening the Capacity of Independent Innovation to Ensure the Safety of Seeds" on March 10 at the ongoing session of the CPPCC in Beijing.
The Guizhou Rapeseed Institute first proposed a theory and technical system for infertility hybrid breeding using its own intellectual property, said Lin, who is also deputy director of the Guizhou Provincial Department of Science and Technology and deputy chairman of the Guizhou Committee of the China National Democratic Construction Association.

Lin suggested improving industry concentration to avoid homogenized breeding, helping domestic seed enterprises develop their own brands, and accelerating the cultivation of innovative seed enterprises.
Li also proposed increasing investment in scientific research and strengthening market supervision of research, development, production, and sales of seeds.
"We must encourage and support cooperation between seed enterprises and scientific research units, as we need to increase investment in food-crop breeding to develop high-quality and original varieties," Lin added.
