Zuo Dingchao, a member of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), vice chairman of the CPPCC Guizhou Provincial Committee, and chairman of the China Association for Promoting Democracy (CAPD) Guizhou Provincial Committee, submitted a proposal to accelerate the establishment of a national ecological pilot zone during the second plenary session of the 13th CPPCC.

Zuo suggested a committee be established to coordinate, arrange, and provide funding for ecological development, especially in West China and the upper reaches of the Yangtze River.
Financial policies that support the construction of environmental infrastructure and promote the implementation of green-credit policies should be established as well.
Evaluations of ecological development should be strengthened and rewards and punishments should be implemented strictly according to evaluation results, Zuo added.
In addition, Zuo suggested the government perfect regulations involving forest rights, land contracts, and management rights in rural areas in order to fix inconsistent standards and overlapping management responsibilities.
