Luo Yinghe, deputy to the 13th National People's Congress (NPC) and Party chief of Xinmin community, Mengjiang sub-district, Huishui county, Qiannan Bouyei and Miao autonomous prefecture, Southwest China's Guizhou province, introduced kumquats during an interview before the opening of the 13th NPC.
According to Luo, Huishui has cultivated kumquats for over 350 years and is known as China's "home of kumquats".

The mild weather and fertile soil of Huishui provide suitable temperatures, oxygen levels, and moisture levels for growing kumquats.
Huishui also makes use of organic manure throughout the cultivation process to ensure the quality of the kumquats.
Huishui's environmentally friendly and natural kumquats generally sell out as soon as they are in season.
Kumquat trees not only produce commercially-viable fruits, but also help attract tourists interested in the fruit to Huishui.
