The capital city of Guiyang in Guizhou province released its first list of simplified government affair applications recently. The list includes over 800 services which are designed to optimize the business environment for companies and individuals.

According to the Guiyang development and reform commission, the time required for government affair applications has been reduced by over 60 percent, meaning applications can be completed in less than one work day.

As long as the application materials are authentic and properly filled out, applications without special requirements can be done on-the-spot. This includes marriage registration for foreigners, Hong Kong, Macao and Taiwan residents, overseas Chinese and Chinese residents going abroad.

For applications related to production and operation, such as opening, modifying and closing companies, applicants can use online service systems such as the Guiyang Online Business Hall, government affair service systems for each department, and self-service terminals.

No longer restricted by administrative divisions, applicants can go to nearby service centers and finish declarations such as tax registration, temporary vehicle plate number applications, and approval for construction projects.

People can also get single examination and approval services via the internet or EMS Express Mail Service (EMS) and only need to go to the service center once to complete the application procedure. Items such as vehicle registration, taxpayer registration and website operating records can be applied for in the same way.

Ji Suchun, chairman of Avic Heavy Machinery Company, praised the efforts Guizhou has taken in improving its business environment and hopes that Avic's high-end equipment manufacturing headquarters in Guizhou can increase its output value to 10 billion yuan ($1.46 billion) over the next five years.
