Guizhou to enhance livelihood projects in 2016

Southwest China's Guizhou province mapped out ten livelihood projects to undertake in 2016 at the 4th session of the 12th Guizhou Provincial People's Political Consultative Conference on Jan 26, involving matters such as poverty alleviation, employment and education.

First, reallocate 6 percent of administrative appropriation to educational poverty alleviation. Exempt or subsidize tuition fees for 166,500 high school, university or college students from registered poor rural families.

Second, support 20,000 micro enterprises and help 100,000 people get employed. Arrange public service jobs for 80,000 people who have difficulties finding a job.

Third, establish 300 kindergartens and boarding schools and 1,000 welfare homes in rural areas for left-behind children.

Fourth, make sure all the elementary and secondary schools in rural areas have school doctors. Improve basic medical insurance subsidies for urban residents and the new rural cooperative medical system for rural residents.

Fifth, increase the minimum living guarantee by 18 percent for rural residents and 10 percent for urban residents. Increase subsidies for the disabled.

Sixth, complete the construction of 222,100 affordable housing units for low-income urban residents and renovate 300,000 dilapidated houses in rural areas.

Seventh, build or repair 20,000 kilometers of roads in rural areas, and construct 16,000 public parking places.

Eighth, make sure the mobile network covers all urban built-up areas, expressways and high speed railways. Make sure the Guizhou broadcasting and TV signals are available in all the villages.

Ninth, complete the safety improvement project in 100 ancient villages.

Tenth, establish 500 cultural activity centers in villages and 12 sports centers for senior citizens in counties.
