Liao Guoxun, Tujia ethnic group, was born on February 9, 1963, in Chengdu city, Sichuan province. He joined the CPC in July 1983 and began working in August the same year.
He graduated from the Central Party School majoring in politics and economics. He later obtained a master's degree from the school.
He now serves as a member of the Guizhou Provincial Standing Party Committee.
