According to the local fire department, the blaze broke out at about 11:30 am.

Witnesses said some children were foaming at the mouth after being dropped from the building.
On Wednesday afternoon, the Fire Department of the Ministry of Public Security said on its micro blog that the fire was put out at 1:30 pm and that all of the injured had been hospitalized for treatment or for observation.
A preliminary investigation found that the fire started in a flower shop on the building's ground floor. Further investigation was needed to determine the cause, local authorities said.
Fires have threatened schoolchildren in similar instances across the country recently.
In August, a fire broke out at a tutorial class in Nanning, in the Guangxi Zhuang autonomous region. A teacher was injured while putting out the fire.
