Ministry endorses Pingtan's land management reform

The Ministry of Land and Resources (MLR) issued advice on land management reform in the Pingtan Comprehensive Pilot Zone (PCPZ), Pingtan Times reported on April 23.

In the 18-point guide, MLR points out that Pingtan should carry out reforms from six perspectives to increase land efficiency as well as guarantee farmers’ rights.

Pingtan should make a comprehensive plan on land use and give priority to emerging industries and modern service sectors. A land management system will be established for all related work.

The guide also states that Pingtan should promote optimal and intensive land use through a variety of methods, including land provision policies, redevelopment of inefficiently utilized land, vertical development of land, creating a land use grading system and shaking out incentives for those with good performance.

Pingtan will join hands with Taiwan to explore new grounds in land use with privileges offered for certain areas of cross-Straits cooperation.

Rural land in Pingtan will be improved and be fertilized for developing Taiwan’s high-efficiency agriculture. Farmers and villages are encouraged to develop leisure agriculture and rural tourism.

MLR and Fujian province will set up a team to help coordinate Pingtan’s land management reform, according to the guide.
